That growth makes progressive organizations, in the construction sector, embark on a journey of applying concept and principles of executing project management. Based on that, there is great increase in the number of residential complexes in Khartoum State. These housing projects have been executed by companies adapting project management philosophy. And to obtain the best results from the process of executing construction projects, many factors should be given a huge consideration. One of these factors is logistics services. Logistics services play a significant role in the success of any construction project. All construction projects materials are obtained through logistics channels. Therefore, any issue in logistics process will seriously affect the output of the construction projects. And these issues have been affecting many construction projects and seriously affect the quality, cost and time of the final outputs of the construction projects. This research found that logistics strategy plays a significant role in the successful execution of the construction projects. Moreover, this research tested the moderator role of lean logistics in the relationship between logistics strategy and the successful execution of the construction projects. There are lots of construction projects been implemented in Khartoum State in the last decades. And, in order to implement construction projects successfully, there should be a perfect flow of materials, services and information related to those projects. The provision of providing projects with those essential needs lies within the concept of the logistics management; so, there will be a critical need for developing perfect planning for logistics services. The provision of supplying construction requirements should be conducted and handled in best manner with all the related aspects including quality, safety, time and cost to the proper execution of the construction projects. Many projects are failed and terminated because problems of the flow of logistics services. Those problems are occurred as result of many factors, but bad planning of logistics services is the one of the most important factors. Thus, in order to implement construction projects, there is a great need for the logistics supply service. Because, without delivering construction inputs in the required manner to the location of project, the project shall never be executed. And, in order to provide the project with the needed inputs in the best way and at a required time, there must be an effective planning for the logistics services of projects; in details, there must be a greater concern with the processes of purchasing, transporting and storing, handling as well as flow of information of all materials that used in the execution of projects. Review Article of American Journal of Transportation and Logistics Build-Operate-Transfer Model and Its Role in Developing Railways Transport Section in Sudan Omar Ismail Omar Mohammad Sudan University of Science and Technology. This paper focuses on a solution to the finance restrictions that obstacle the development of railways section in Sudan. Sudan is a big country with an area estimated at more than 1,800,000 km2. It owns variety of natural and other resources. The transportation system in Sudan specially railways suffers a lot of restrictions that affect its contribution to the national economy. Sudan railways is one of the longest railways in Africa with about 5,000 km. Railways were the earliest mechanical means of transport to be introduced in Sudan. The construction of the first railway line started in the last decade of the Nineteen century. Railways have been playing a significant role in transportation for long time. However, railways in Sudan lack passengers’ trains recently. Moreover, the capacity of freight trains is enough to meet just 10% of needed capacity. Also, most of the rails are very old and exceeded their expire date; and as the result a lot of derailments had been occurred. Also, most of the rail on the western lines are not suited to all of the diesels. Moreover, most sleepers are creosoted wood which differ from that used in the neighboring countries that use steel or concrete. And to overcome all these issues, there is a huge need of finance. However, lacking of finance is one of the main restrictions that face the development of railways section in Sudan.
